The Goa Cabinet on Wednesday relaxed education norms for the appointment of “like-minded” officers on special duty (OSD) to ministers, lowering the bar from Graduation to 12th standard pass or a diploma holder, Chief Minister Pramod Sawant said on Wednesday.
